Nigel Billingsley, Partner and Head of the National Utilities & Infrastructure Team North at national chartered surveying consultancy, Bruton Knowles, has marked his most successful year as an Expert Witness on several complex infrastructure inquiries, with three successful outcomes and with a fourth awaiting a decision.
Billingsley’s work has focused on compulsory purchase orders (CPOs) and Transport and Works Act Orders (TWAOs), integral to the progression of large-scale public and private infrastructure projects. With more than 30 years’ experience, his ability to address technical, legal, and stakeholder challenges has become a valuable asset for clients navigating public inquiries and regulatory processes.
The three successful cases are:
Nottinghamshire County Council (A614/A6097 Junctions Improvement Scheme): This project is set to improve traffic flow and connectivity through a series of junction upgrades at Lowdham and east Bridgford. Agreements with landowners were reached prior to a public inquiry, expediting delivery.
National Grid Electricity Transmission (Harker Energy Enablement Project):
An initiative to enhance cross-border energy infrastructure between Scotland and England and set a precedent for the use of CPOs in electricity transmission, where CPOs have not historically been used for electricity over lines, so potentially a pathfinder to help progress towards green energy options. Early resolution of objections avoided delays.
Leicestershire County Council (A511 Growth Corridor): Now with approval to go ahead, the project will enhance connectivity between the M1 and M42, supporting regional economic growth.
The fourth project, the Network Rail Tackley Level Crossing Closure, awaits final approval. The project is designed to improve railway safety and accessibility while addressing land-use and environmental considerations.
